Position: IT Project Manager Specialist


Job Purpose


To manage and support the IT programs and projects executed by the Business Applications department, including both in-house developed and outsourced vendor-driven IT solutions.


Core Responsibilities


Project Management & Governance




  • Design, develop, and maintain project plans and schedule project implementation activities.




  • Track and review project progress: compare planned vs.

    actuals, take corrective actions, and maintain updates.




  • Develop project budgets, forecasts (monthly/yearly), and manage budget initiation, expense tracking, verification, reporting, and closeout.




  • Ensure compliance with IT PMO-governed project management processes and procedures.




  • Liaise with business units and stakeholders to align teams and decisions for critical project milestones.




  • Identify project risks and define mitigation plans; proactively prevent issues and address challenges promptly.




  • Organize and facilitate review meetings, requirement elicitation workshops, testing, and training sessions.




  • Maintain all documentation and approvals required for each project phase as per PMO governance.




  • Ensure timely, high-quality project delivery within budget, maximizing end-user value.




  • Carry out comprehensive project close-out activities.




Business Analysis & Stakeholder Engagement




  • Conduct business analysis and requirements workshops with functional SMEs.




  • Translate business needs into defined scope, documented requirements, and secure alignment with project owners.




  • Develop technical design documents including UI wireframes, process workflows, architecture diagrams, and business rules.




  • Prepare and communicate project plans, scope definitions, budget forecasts, and schedules.




  • Influence and align with stakeholder groups and wider leadership to gain necessary approvals and commitment.




Portfolio & Documentation Management




  • Maintain portfolio status on the Enterprise Portfolio Management platform, including:




    • Up-to-date project schedules




    • Monthly reporting of project status




    • Upload of lifecycle documentation




    • Acquisition and documentation of gate decisions






  • Maintain all project documentation using approved templates and secure necessary approvals.




Delivery, Leadership & Vendor Management




  • Lead internal and vendor project teams, assigning and tracking responsibilities and tasks.




  • Supervise and coach team members, offering guidance and educational support.




  • Ensure on-time, on-budget delivery of solutions that meet quality and business expectations.




  • Monitor schedule, scope, and budget; report regularly to project owners and stakeholders.




  • Identify and manage risks and issues, revising timelines or resources when needed with approval.




  • Provide regular status updates and KPIs to the IT PMO, contributing to IT portfolio governance.




Procurement, Contracts & Compliance




  • Manage outsourced project tender processes:




    • Prepare procurement document sets




    • Conduct vendor research




    • Evaluate technical bids




    • Oversee solution implementation and vendor coordination






  • Ensure security controls identified through Information Security Risk Assessments are addressed and evidenced.




Strategic Support & Optimization




  • Support transformation, change, and high-impact strategic programs as assigned by leadership.




  • Identify and implement cross-organizational improvements aimed at cost savings, efficiency, revenue generation, and integration.




Educational Qualifications




  • Bachelor’s degree in Engineering, Computer Science, or related field with 10+ years of post-degree experience in IT, in a techno-management role.




  • Preferred: Postgraduate qualifications (e.g., MSc, MBA, or other business/engineering/scientific degrees).




Professional Qualifications & Skills


Required:




  • Minimum 7 years of experience as an IT Project Manager in large organizations.




  • At least 2 completed end-to-end IT projects valued at USD 500K or more.




  • Proven experience in large enterprises, specifically in the Oil & Gas industry.




  • In-depth understanding of PMI Knowledge Areas (PMBOK) and predictive methodologies.




  • Proficient in project tools like EPM, MS Project, etc.




  • Strong communication, time management, multitasking, and stakeholder engagement skills.




  • Logical thinking and innovative problem-solving abilities.




  • Strong commercial and organizational acumen.




Preferred Certifications:




  • PMP certification (strong plus)




  • Agile certification and experience in adaptive project management




  • Business Analysis certification




  • Certifications in business process improvement (e.g., BPM, Six Sigma)




Desirable Knowledge:




  • IT/IS infrastructure (e.g., databases, LANs)




  • IT applications and service delivery models




  • Standard procurement & contracting procedures




  • SLA negotiation and documentation
